U.S. Rep. James: 'We should never be reliant on foreign adversaries for life-saving supplies'

John James, the representative for Michigan's District 10, has introduced new legislation aimed at enhancing U.S. supply chain resilience and decreasing reliance on foreign nations for essential supplies.

"The House just passed my Promoting Resilient Supply Chains Act," said James, House Representative. "We should NEVER be reliant on foreign adversaries for life-saving supplies. I look forward to this bill—which fully reinforces President Donald J. Trump' vision for secure supply chains—being signed into law!"

In April 2025, the U.S. House passed the Promoting Resilient Supply Chains Act (H.R. 2444), a bill introduced by James to reduce American reliance on foreign suppliers for critical goods. According to Congress.gov, the legislation establishes a supply chain resiliency and crisis response program within the Department of Commerce and directs funding toward domestic manufacturing in key sectors like semiconductors and pharmaceuticals. The bill aims to strengthen U.S. economic security and competitiveness in emerging technologies.

The U.S. remains heavily dependent on foreign sources for critical goods, especially semiconductors and medical supplies. According to the Wilson Center, only 11% of global semiconductor manufacturing occurs in the U.S., with most chips produced in Asia. The National Institutes of Health also reports that as of 2019, nearly 60% of U.S. medical equipment imports came from Europe and Asia, raising concerns about national supply chain vulnerabilities.

Foreign supply chain disruptions have had major national impacts over the past five years, prompting policy shifts and manufacturing reforms. According to EY and Katana MRP, the COVID-19 pandemic and the 2021 Suez Canal blockage exposed U.S. dependence on global logistics and caused major shortages in sectors like healthcare and electronics. These crises led to a renewed focus on reshoring and supplier diversification to boost domestic resilience.

James represents Michigan’s 10th congressional district and serves on the House Energy and Commerce Committee with roles on subcommittees related to manufacturing, trade, and health. According to his official House biography, he has prioritized policies to strengthen American supply chains and support domestic industries, especially in areas like defense production and energy infrastructure. He frequently advocates for reducing U.S. dependence on foreign manufacturing.
